Full replacement means removing the old steps or stoop, digging down to the required frost depth, setting forms and rebar, and installing an isolation joint. It's also the more involved option. Building the wood forms that shape the concrete (formwork) usually makes up 40-60% of the labor cost on a poured job. The concrete also needs several days to cure before it can handle regular foot traffic. In exchange, it's the only option that lets us match an odd landing shape, a sloped approach, or a custom add-on landing to your house exactly.
Not every step or stoop problem calls for a full replacement. We repair cracks with crack injection and sealing. We resurface or patch surfaces that are spalling — flaking or pitting from rock salt and calcium chloride exposure (more on why steps take the worst of it below). And for a step or landing that's settled slightly but is still solid, we use mudjacking or polyurethane foam leveling to lift it back into place.
Repair is usually the right call when the cracking is only on the surface. It also works when spalling is limited to the top layer, or a step has settled just a little without a dangerous gap forming. Replacement is the better move in a few cases. There's a visible gap between the step and the house. Risers or treads are badly out of level and create a trip hazard. Cracks run through the step itself. Or the steps were never built on a proper footing at all — common in older Twin Cities homes.
One thing worth knowing: if the problem is a shallow footing, mudjacking or patching only buys you time. The step will keep moving every freeze-thaw cycle until the footing itself gets corrected — we'll tell you honestly if that's what's going on before we recommend a repair.


Precast concrete steps are built off-site and set in place, usually in under an hour, with no wait for curing. They usually cost roughly half to a third of what poured-in-place steps run. The tradeoff: they come in fixed manufacturer sizes and widths, so they can't be custom-fit to an odd landing or unusual site condition.
Poured-in-place steps cost more up front (formwork alone is 40-60% of the labor) and take several days to cure. But they can be shaped exactly to fit your site. Just as important, the footing gets dug and matched to your house's frost depth as part of the pour. A precast unit, simply set on an existing base, can't do that if the base isn't deep enough.
Our honest guidance: precast makes sense for a standard-width, standard-height entry where budget and speed matter and the existing base is actually solid. Poured-in-place is the right call for anything custom-sized, for a full replacement where the old footing is suspect, or anywhere long-term frost performance matters most. One caution — setting a precast unit over an inadequate or missing footing just repeats the underlying problem. The unit will move with the ground instead of staying anchored to your house.

Your house's foundation footing sits below the frost line — 42 inches minimum here in the Twin Cities metro, per Minn. Admin. Rules 1303.1600 — so it doesn't move when the ground around it freezes and thaws. If the steps or stoop attached to that house have a shallower footing, or no footing at all, they're sitting on ground that moves every freeze-thaw cycle. The house next to them doesn't move at all. That mismatch is where the trouble starts.
This problem shows up two ways. If the ground under the step settles, the step sinks lower than the house, leaving a step-down gap right at your door — a real trip-and-fall hazard. If frost heaves the ground under the step instead, the step can lift and push away from the house. That opens a gap at the connection point, or cracks it right where it meets the foundation. Either way, that connection point takes more abuse than anywhere else on the structure. It's the one spot where two different foundations meet — one that moves, and one that doesn't.
The fix isn't a thicker slab — it's a footing that matches. A properly built footing spreads the weight of the steps and anchors them below the frost line. That way they move at the same rate as your house instead of moving on their own. (If the footing's deep enough, that rate is zero.) That's exactly why we dig every attached stoop or landing footing to the same 42" depth as your house's own foundation. We match depths — we don't just clear a minimum.
Even with a matching footing, the step slab still needs an isolation joint separating it from the house foundation. That way, any small movement doesn't turn into a crack in the concrete. This is standard on every job we do — not an upgrade you have to ask for.
One exception: freestanding steps that aren't attached to any structure — lawn or garden steps, for example — generally don't need a frost footing at all. There's nothing rigid next to them to pull away from or crash into if the ground shifts. The frost-footing rule exists because your entry steps are bolted to a structure that isn't going anywhere.
This matters more here than almost anywhere else, because the Twin Cities gets roughly 55-60 freeze-thaw cycles and 60-70 days below freezing in a typical winter (UMN Extension / MnDOT). A mismatched footing doesn't fail once — it gets stressed dozens of times every single winter.
One more thing about steps: they're the first surface your feet hit every winter morning. That means they take more rock salt and calcium chloride than anywhere else on your property, and both speed up spalling and flaking. We recommend skipping salt entirely on new concrete through its first winter, and using sand or a calcium magnesium acetate (CMA) product instead.
