If the steps or stoop attached to that house have a shallower footing, or no footing at all, they're sitting on ground that moves every freeze-thaw cycle. The house next to them doesn't move at all. That mismatch is where the trouble starts.

This problem shows up two ways. If the ground under the step settles, the step sinks lower than the house, leaving a step-down gap right at your door — a real trip-and-fall hazard. If frost heaves the ground under the step instead, the step can lift and push away from the house. That opens a gap at the connection point, or cracks it right where it meets the foundation.
